Field-tested training for California's aquatic resource professionals.

California focused. Permitting oriented.

BlueLine Environmental Institute was founded to close the gap between field work, regulatory compliance, and permitting in California. Our training shows how delineation, agency coordination, and permitting actually fit together so you can produce clearly documented work and approach agency review better prepared.

Why BlueLine Exists

The Gap

Environmental professionals working with aquatic resources in California face a steep learning curve. Technical foundations are essential, but many of the skills required to move a real project from fieldwork through environmental review, permitting, and compliance are learned informally, project by project, through experience, mentorship, and exposure to regulatory agencies.

That leaves an important gap between understanding the underlying science and regulations and knowing how to apply them in practice.

Practical questions often include:

  • How the different regulatory programs fit together
  • What information agencies expect
  • How permitting pathways interact
  • How practitioners make and document defensible decisions

BlueLine exists to make that practical knowledge more accessible. We develop California-focused training that translates regulatory requirements, technical standards, and practitioner experience into structured, applied learning for environmental professionals.

Who Teaches BlueLine

Malek Al-Marayati, Founder and Lead Instructor of BlueLine Environmental Institute
Founder & Lead Instructor

Malek Al-Marayati

Malek is an environmental professional specializing in aquatic resource delineation, wetland and waters permitting, and regulatory strategy for infrastructure projects throughout California. His work focuses on the intersection of field science and environmental regulation, with experience evaluating wetlands, streams, riparian systems, and other aquatic resources in regions covered by the U.S. Army Corps of Engineers’ Arid West and Western Mountains, Valleys, and Coast regional supplements.

Technical Background and Regulatory Practice

His technical background includes wetland delineation using U.S. Army Corps of Engineers methods; evaluation of ordinary high water mark indicators and other hydrogeomorphic characteristics; and preparation and review of aquatic resource and jurisdictional documentation. He also works extensively within the regulatory frameworks governing aquatic resources in California, including Clean Water Act Sections 404 and 401, the Porter-Cologne Water Quality Control Act, California Fish and Game Code Section 1602, CEQA, and related environmental review, permitting, and compliance requirements. In his current work, Malek reviews aquatic resource delineations and helps guide permitting, compliance, and regulatory strategy for utility infrastructure projects across California.

Professional Experience and Certifications

Malek began his career in environmental consulting and has held roles specializing in aquatic resource delineation and regulatory permitting at Sapphos Environmental, SWCA Environmental Consultants, and Rincon Consultants. That experience has given him exposure to aquatic resource issues from initial field investigation and jurisdictional assessment through permitting, agency review, construction compliance, and project implementation.

Malek is a Certified Wetland Botanist and California Rapid Assessment Method (CRAM) Practitioner and has completed specialized training in wetland delineation, botany, aquatic resource assessment, and related regulatory topics. Through BlueLine Environmental Institute, he brings that combination of technical and permitting experience into professional training designed to make complex regulatory concepts more understandable and applicable to day-to-day practice.
