The Gap
Environmental professionals working with aquatic resources in California face a steep learning curve. Technical foundations are essential, but many of the skills required to move a real project from fieldwork through environmental review, permitting, and compliance are learned informally, project by project, through experience, mentorship, and exposure to regulatory agencies.
That leaves an important gap between understanding the underlying science and regulations and knowing how to apply them in practice.

Who Teaches BlueLine
Malek Al-Marayati
Founder & Lead Instructor · Environmental Planner
Malek Al-Marayati began his environmental consulting career at Sapphos Environmental. He went on to work in aquatic resource delineation, regulatory permitting, and project management at SWCA Environmental Consultants and Rincon Consultants, where his work centered on identifying and documenting aquatic resources and carrying projects through federal, state, and regional permitting.
He currently works as an environmental planner handling aquatic resource permitting and compliance for utility infrastructure projects across Southern California. That work spans delineation, agency coordination, permit acquisition, and compliance during construction; the same sequence of decisions BlueLine courses walk through.
Malek founded BlueLine to help bridge the gap between foundational wetland training and the practical regulatory knowledge environmental professionals need to work on California projects. The courses reflect how permitting actually proceeds here, using the applied knowledge he has built on real projects.
